I really hope that the changes go live as they are. If you calculate it, you will find out that the overall dps has been tripled with this patch.

Before you would see something like this:

150 - 300 - 450 - 600 - 750

now it's

300 - 450 - 600 - 750

The increase per tick is still the same, but every tick comes one place earlier than before, plus the delay between ticks is halved.

I just started playing my heretic again, when I read those notes. A well geared rejuv heretic should now be able to compete with "real" casters in terms of dps. Just a comparison I made: Rejuv Heretic vs. Fire Wizard (probably the highest dps caster in the game currently).

For this test we consider an enemy with 26+16 fire resist, which is fairly common. Both the Tic and Wiz have very good templates with 101 ACU/DEX and 10% ToA damage/speed. No relics are involved, both characters also have 10% resist pierce. The wizard's nuke applies a 15% fire debuff, which is an effective 19% because of spec bonus. This debuff only applies to the 2nd cast though.

Both casters are assumed to be RR6 and have MoM 2, WP 2, AA 2 and Aug Dex 2 as damage improving RA's.

WIZARD
------
DEX: 361 (70 on creation + 23 from levels + 155 buffs + 12 aug dexII + 101 template)
INT: 329 (90 on creation + 45 from levels + 81 buffs + 12 aug acuII + 101 template)
50+16 = 66 Fire Spec
Crit chance: 19%, which increases dps by 5.7% as crits are between 10% and 50% of the initial damage, so 30% on average.
Cast time: 1.24s

First nukes hits for: 427 (-201) 451.34 on average with crits
Every nuke thereafter (debuffed): 477 (-150) 504.19 on average with crits

DPS:
dps for 1 nuke: 363.98
dps for every single nuke afterwards: 406.60
dps over 5s: 396.03
dps over 10s: 401.32
dps over 15s: 403.08

I think in RvR you usually won't cast more than 15s on one target.

HERETIC:

CONCLUSION:

What you can see from this is, that heretic dps now is theoretically higher than wizard dps. For the first 1-3 ticks it's almost equal, but after this, heretics out-dps fire wizards. This however does not include resist rates, which seem to be higher for heretics than for other casters, but it should be well possible for heretics now to kill casters within the first 3 ticks of torrential blaze, which is in less than 4 seconds.

moi j'attend de voir de mes propres yeux le 4000 de degats critique sur un mec qui a 32% de résist feu : P aprés 10sec de cast
J'espére surtout que ca vas changer la mentalité des gens, et qu'ils vont grouper des héré comme mago et pas comme assist heal -_-'
